The Belt-Bound Costumer is frivolous, concerned more with surface appearances than deeper meaning. He imposes his mad and belt-filled vision on a world that rejects it. He prefers methods that are flashy but lacks the patience to see complex plots to their conclusion. Regardless, he delights in the appearance of sophistication and spectacle for its own sake, dazzling his opponents with needless overcomplication without actual purpose.

The Nomura Excellency cannot be used to augment actions that are simple or contain no unnecesary elements; thus, it can only be used to enhance a flurry or actions enhanced by the Belt-Bound Costumer's Charms. Exceptions include actions which are solely self-aggradizing or serve no useful purpose. Finally, the Belt-Bound Costumer may always apply his Excellency to attempts to design and create clothing, as this activity is particularly close to his heart.

NOMURA MYTHOS EXULTANT

The Belt-Bound Costumer imposes his aesthetic vision on his enemies, whether they like it or not. In addition to the normal stunt rewards, as a Shaping effect, he may add belts or zippers to the clothing of a single target within (Essence x 100) yards. This imposes an internal, non-stackable penalty to the target's armor soak equal to twice the stunt reward as zippers gape in unnatural places, or an internal penalty equal to the stunt reward as belts manifest to tangle limbs. Both penalties are permanent for mortal armor, but the Essence of artifact armor restores itself on its wearer's next action tick.
